You don't have to do it until Immigration Canada ask. They will send you an instruction. Then you have to go to your local FBI (call before you go). They will send you to a place (may be a local police station) to get you finger prints done ( you need 2 copies). One for the state and the other one for FBI. State certificate doesn't take too much time. But FBI takes a lot of time.
