you should make your question clear. I assume you are taking about Canada immigration.

If so, you have to present a statement saying that your child will not immigrate with you and s/he will be taken care by others. Otherwise, you have to apply Canadian GC for s/he too.

S/he can still keep his/her US citizenship, even if someday s/he want to be a Canadian citizen. That is my understanding.
