1. I think H1 is allowed to study. Not 100% sure. The problem is that you have to work to maintain your status.
2. The other option is to go to the third country to get a F1 visa and come back.

3). You can also specify that the F1 starts in September. In that case, even if you F1 is approved before that date. The F1 status wont start until September
