Is it true that once you have approved I140 you still can file 485 even priority date is not current yet?

Can you give a specific source to verify?

Thanks a lot. MY hub got his PERM AND I140 approved after oct.1st but we were told by attorney he cannot file 485 until cut off date. Will someone clarify it for us?
