I think that it is a relatively easy RFE and it is very common also.
To address this point, you need to re-organize your materials, focusing on how you distinguish yourself among your peers. Try to be specific. For example, when you mention one paper, try to elaborate how exceptional paper it, the qulaity, the jounal reputaion, etc
If your paper has been stressed in other's paper, you might want to emphasize that. Also, any reward, if it is signifcant, you could talk about that and make it clear why this award distinguish you from others.
Most importantly, get some new recommendation letters from independent expert, stating that your work is beyond the reach of your peer. The way to write a good rec. letter could be learned from Lawyer Fan's website. There are 2 pretty good articles about recommendation letter writing.
Finally, re-orgnize your materials and put together both the old and new materials to support your point. When you are arguing your point, remember to put the strongest point in the beginning. Therefore, INS officer's attention could be caught. If your work has industrial application, that could be listed as first, supported by strong recommendation. Then it could be the inspiration your work has provided to other scientist's research, proved by other expert's comment. It could be followed by the recognition you got from independent experts. Finally, you can put other things together as one point.
Remember, your materials have to be very organized and your point need to be concise and clear. Otherwise, no one is going to read through that. Your lawyer should know how to do with this common RFE. Otherwise, fire him/her and get a good one. You don't want to screw up your chance.
