I think it is a risky action - but it might be a different VO next time. In any case DO prepare a very good reason to convince the VO that you want your parents to come (together with your parents in-law). It is a harder one because the rejection is based on this. Your reason may be reasonable but it can still be rejected - if that happens it will be harder for your parents to get a visa soon. If your parents could wait for your parents in-law's return to China to apply for the visa - they would have a better chance to get their visa.
