tax ID for visiting parents

Can anyone tell if the visiting parents can still get tax IDs (TIN) from IRS when they have stayed in U.S. legally for more than 183 days in 2005? If they can, can they be added as dependents on my tax return to receive the personal exemption deductions (about $3000 for each)? Thank you.
