Can I send my I-140 application now?

Currently, I am on my OPT, and my University just sent out my H1 visa application. I am going to send I 140 application based on NIW. However, the lady from our university said I can send it out now, because it will get denied based on my current status.

Does any body know if that is true? Do I have to wait for my H1 vaisa approval?
