About AP

Form online status of I-131 it says:" This case has been approved. On October 12, 2005, an approval notice was mailed......."

But we have not received it by today (Nov. 14). I called National Customer Service Center, but there is no way to speak to someone. Does anyone has the same experience? Please kindly give some advice.
