Details needed: Senate S.1932

I just talked to my boss about "Senate S.1932". He has been very suppotive for my GC application. He said he is happy to call the senators and representatives, but he needs some details of the bill. I do not know much about the bill. Would somebody be kind to provide some details? Thanks.
