He is not right. Yes, you can apply for EB1, extraordinay ability. Depending on where you are going to work, file your petition to the corresponding service center. Say if you want to work in Boston, file your application to Vermont Center.
The problem for you is how can you convince the immigration officer that you can find a job in the USA if you have never employed in the USA before.
