Help! Can I send another I-140?

My H1B only has two years left.I just sent I-140/I-485 NIW at the end of September in CSC,but haven't got any information except FP.Now I am moving to Oklahoma.Since TSC is fastest processing center,I want to send another I-140 NIW to TSC.Is that OK based on immigration law? Any suggestions are greatly appreciated. Thank you very much!
