Help for TSC RFE

I am collecting recommendation letters for my RFE. I can get a letter from a research scientist(chinese) from nasa.gov. Does this kind letter helpful? It is well known that letters from NIH carry considerable weight. I don't know whether I must submit a letter from NIH. Your suggestions are appreciated.
