Both the Adjucator's Field Manual and Yate's 12/04 Memo say the following about Pipeline cases (those I-485 cases affected by regression):
Pipeline cases will be held in abeyance until such time as a visa number becomes available. Pipeline cases will be considered to be pending during this period.
