How to get the Right of Oermanent Residence Fee back?( Canada im

My Canada Visa was issued early this year, and fortunately, my I140 (NIW) was approved in September, then I decide not to land to Canada. So, I would like to know how I can get the RPRF back? your suggestion is highly appreciated.
