护照没有延期页能否延期

我父亲的护照明年过期，可是他的护照没有延期页，不知道能否在中国驻美使馆延期， 请过来人指点。另外，听说回国延的话是要收回旧护照再重办新的，不知是否属实。因为旧护照上有来美签证，所以想尽量保留这本护照。多谢！
