刚收到Intent to Deny letter from TSC

NIW 140/485 concurrently filing in Sept. Got a Intent to Deny letter yesterday.
Asked me to provide more conclusive evidence as to why you should be excempt from filing for a labor Certificate within 30 days, otherwise the Service will have no other choice but to deny my petition.

请问Intent to Deny 和RFE有什么区别吗？批准的可能性大吗？着急死了．请大侠们帮忙出出主意，不胜感谢！！！
