got RFE from TSC

Submitted I140 on early September, got RFE on Mid October. Asked to provide
1. further evidence to establish how the benifit the benificiary is to impart the United states will genuinely be on a national scale?
2. further evidence to pursuavisely establish that national interest will be adversely affected if an employer were required to obtain LC?
3. further evidence that demonstrate the benificiary's specific prior acheivements, which would justify the projected future benefit of his work to the US
4. further evidence that shows the benificiary's skills as being unique,innovative
That is all. Total general four items on one paper.
Is this a serious RFE? Your suggestions will be highly appreciated.

My research focused on DOD related projects, total 12 papers, few citations and few media report because most papers were written in these two-three years.7 recommedation letters(one from member of NAE, one from DOD project manager, one from national lab)
