一般来说，是service center批准，也见过他们将case转到local office办理，最后批准的。如果转到另一个州，可以要求将case转到那个州所在的center，也可不转。我的朋友就没有转，不过，她也是用我的律师，所以所有的批件都是先到了律师，再转给她的，她现在已经拿到正式的绿卡了。如果你没有律师，你最好还是转到新的center。
