According to my experience a year and a half ago, which may not be true now, only H1/H4 holders who have stayed in California for >= 1 year (can be considered as residents for tuition purpose and CA state tax purpose) have the option to pay in-state tuition in Cal State Univ system. F1/F2 are considered non-residents, even if you physically present in the US. - Maybe there are variations among public universities, too, though it doesn't seem to. Also if you decide to enroll in several courses (>= 8 credits?), you will be asked to switch to F1 status. Better check with the school OISS.
