I read a lot of the AAO cases, INS seems take the number of citations very seriouly. if there is not many citations, a number of independent letters sometimes convinced them, but not all the time. in the cases they denied, AAO argue that the independent witness did not specify how the petitioner's work influenced their research.
one thing I found if that INS is not consistent in the third prong.
