which one is right? and email?

I also want to know the right fax #.

I mailed all the documents including DS-2019 forms, statement of reason, change of address statement (in one envelope) to DOS. But DOS website didn't display that my change of address has been received. So, I want to send fax to make sure if they have received my change of address statement. Fax# is 202-663-2868 or 202-663-3899? which one is right?

In addition, I got DOS's email address from this website, j1waiveroffice@state.gov, but, it doesn't work, does anyone know it?
