485 in processing?

我申请的是EB-1a,140已批，昨天受到485的FP notice，为什麽485还能processing?
不是说移民签证有排期，485审批已经对中国印度停止了吗？
至今没有任何人能解释：为何EB-1a移民签证有排期？
困惑？
