Employment verification letter

I just got a REF for my 485, requesting a employment verification letter. They required that this letter must be signed by a offical who has an authority to offer a permanent job.

I am working at a university as a postdoc. My question is who is eligible to provide this letter, the head of my department, or someone else.

BTW, my 140 is NIW.
