是否所有的J－1转H－1都要申请豁免？

J1来美，是在欧洲签的，DS2019 上选着“Not subject to the two year residence requirement”, 护照 上写着212e Does not apply.有的说需要豁免，有的说不必。
有类似情况的朋友么？谢谢你的回复。
