when can new H1 start working?

I have master degree in the US and am applying H1-B using the FY2005 additional 20K quota. My employer-to-be says I can start work immidiately, and no need to wait until receiving receipt from USCIS. Is it true? I thought it always requires to receive receipt before start working, no matter it is new application or transfer.
