H and L visa holders can go back and apply a new H/L visa to come in. Or they can apply AP and come back.

But F1\J1\B1 etc, they can't leave without an AP. Otherwise they have to refile I485. And getting a new visa is almost impossible for them, since they can't prove to the visa officer that they don't have immigration intention.
