Question about I140 app?

I just found the instruction for filing form I140 on USCIS websit, it says:"To petition for an alien worker to become a permanent resident in the United States. This form is filed on behalf of an alien, and not by the alien". If I apply on my own, it's possible I fill out the form by myself? Anybody knows? Thank you so much for your info.
