but it is an encouraging sign that you've got the RFE. Lawyers and INS officials do not how important your work is, so they count on citations to reflect it. In your case, I guess you should state from other points how significant your work is, such as the covergae and authority of the journals etc. If you do have a good reason for the no-citation scenorio, do state it. Another strong support letter (from your boss or high-level expert in the same field) addressing INS' inquiries point-to-point would definitely help too.
