靠骗能留得住人吗？
of course not. but time, energy and MONEY are wasted. the prosepective is much worse than most immigrants thought. life is complicated especially when you have family.
if the fee help collect a hugh income for the CA government, which i don't exactly know, no doubt CA is a cheater and robber.
