About China-US tax treaty

The china-US tax treaty (publication 901, page 14)
says that residents of china doing research in US
do not pay US income tax for three years.
小妹最近拿到绿卡，可来美还不到3年还能继续免交联邦税吗，如果交的话从何时开始？
