OPT->H1 question

My OPT will expire in Dec. I just got a job offer. I have master degree.
Can I go to Canada to apply for H-1B? I do not know whether company sponsor H-1B or not. Should I tell them now or ask them when I start to work. Any suggestion what I should do. Thanks!!
