Yes, if the previous employer is willing to cooperate.
But another question will be: after he get PERM approved, then file 140, it is likely the 140 will be approved less than 1 year. How could he apply for additional h1b extension? (due to the current situation,
I cannot see he could hand in 485 within 2 years)
