第三国签证

老公已经4年没有回国了，他的爸爸妈妈非常想念他，他也很想念他的父母，虽然他不讲出来。我很想让他回国看看父母，但是因为以前签证被拒签， 又被check，我想让他这次到加拿大或墨西哥去第三国签证。

大家可以给我一些信息吗？

我有几个问题：
1. 如果被check，或是拒签， 签证后可以再回到美国吗？还是要马上回到中国？
2. 需要准备什么材料？
