urgent for H-1 gap

The previous I-797 approval notice for H-1 is from 2003 to 2006 and transfered job to a new place last August. However, the new I-797 approval notice started from Nov 2004. The international office told me that it was a mistake of INS and correct starting time should be the date that INS received my case (in August 2004). That means there is three months gap in my H-1 visa. However, international office didn't ask for the correction.

Now question is if this time gap will affect my submitted I-140 application. I appreciate your information.
