question about H1B cap

My OPT is good till 10/19/2004, I would like to apply for H1B next summer, if the cap of 2004 has been met, what they will do? Reject my application or approve it on 10/1/2004? I feel it a little bit risky if I submit the application on 10/1/2004, there will be only about 2 weeks, if something goes wrong, I will be in unnecessary trouble. Any input is greatly appreciated.
