I don't think CIS strictly follow the timeline to process cases. If CIS likes your case, you can be approved very quickly. For example, if 姚明 filed on 9/30/05 as EB1-a, I bet you he can get his GC within a month. And if he married his girlfriend (say, 叶莉），she will get her GC very soon too.
