It’s not related to the issue you brought.
To me, it’s a good sign for USCIS’s generosity. For one thing, they will accept non-original labor certificate for 140; for the other, they borrow the family-based visa numbers to approve employment based 485 cases.

Maybe there are only few people will get benefit from this executive decision, but I appreciate their consideration.
USCIS knows they can play around the rule, and I am with great hope that USCIS will act more on our behalf.
