urgent - H-1 revalidation

I just received H-1B revalidation refusal letter because the photo was not qualified. They ask me to resend the application to D.C and do not need to repay the fee.Does anyone know how long it will take for them to process it after resubmit. I have to travel outside US on 12/20. I've already waited three months and now got this refusal letter.

Very worried. Anyone can give suggestions? Thanks a lot.
