I-140 RFE certify Degrees, How

Received I-140 RFE from NSC (NIW)(two weeks after they received my case). They ask for the Transcripts and certified English translated certificates. I only have the Chinese version of them. Anybody know how and where to certify these degrees in Chinese?!
