You will be asked to take the test, unless you send enough evidence to prove your English. I did it through a firm, I was first asked to take the test, later my lawyer send me a list of documents, then I prepared then the test was waived by Buffalo office. Sometimes, money really helps, you get what you pay. But I heard that is not guaruantteed.
