升职涨工资，影响LC吗

LC还在Federal Region，最近升职涨工资，TITLE 也变了。工作性质不变。须重FILE LC 吗? Does it impact future I140? some body ask simliar question before, but he asked if it's necessary to re-file H1?

BTW, How can INS notice such change?
