Is it safe to travel on H1B?

Is it safe to come back to Beijing on H1B?
Can I easily to get H1B Visa stamp from Beijing? Or how risk is it?

I planed to travel on AP before. It seems from recent news that we cannot get AP in the upcoming five yesrs.

Any help is appreciated.
