It is impossible to prepare a good one to submit it before the deadline.

For occupying a PD, 485-based AP and 485-based EAD purpose, you can preapre an incomplete one based on the available evidence you have (Do not make false evidence!!!!!!). And then waiting for your RFE. Then you will get time to make a full preparation for your RFE.
