Pls help NIW RFE

The NIW RFE has been submitted to VSC for one month. LUD is Aug. 20, 2005. I have not gotten any information until now. Would you please kind to help me estimate the situaton.

1. My friends got approved notice between 3-5 weeks, is there some relationship between the time of USCIS review and the results? Does the negative result take longer time than positive result? I really worry about the results of NIW RFE.

If you can tell me about your NIW RFE process, no matter what result it is, It is greatly appreciated.
