Why we were told not to apply

485 only in October? I received an formal email from our university today, which informed us that from October 1 to 31, 2005, US government will
NOT accept I-485 forms or approve immigrant visas for the following people...
Does it mean we can still submit it starting November?

I am confused. Your kind answer will be greatly appreciated.
