为什么会积压那么多case？

有那么多2000年左右的申请没处理完，难道是因为名额不够吗？那为什么还有很多人一两年内就拿到了绿卡。如果因为名额问题而排齐，难道积压的案子处理起来就快了？我不明白这里面的逻辑关系。
