H-1B

Hi,guys...if someone has the same experience or knows certain things like this, plz let me know,, thanks a million here...

I am a new girl in US, now I am applying a H-1B visa from a university. In order to save time, I'd rather to pay the 1000$ by myself,but the school are not allowed individually payment. So, I asked the professor who's my emplyer about this. Unfortunately, he's not interested in paying extra 1000$ from his grunt..I assumed that he thinks the premium fee is not important, Is that really not necessary???
oh,dear god, what should I do to make him agree with me???? I really want to work asap, staying home sucks!!
ok, to sum up, how long is it going to be if I apply H-1B without premium fee from a university?????
Any help will be appreciated here!!!
