Visa Bulletin Sep and Oct

If you look at the Visa Bulletin for September 2005 and you will find the "C" is appearing for 1st and 2nd applications for all coountries, which means the Visa Bulletin for October 2005 will only have effects on the application filed after October 1st. Otherwise, the Visa Bulletin for September 2005 is not right, which is mostly impossible. Welcome your comments.
