If he has strong background, he can handle RFE well or file another 140 later. I never encourage people who is not qualified to file NIW. The benefit and risk have been discussed well in this forum. The decision is up to him/her. Anyway, qualified people need to act quickly to take the chance. I had learned a lesson before.
